Quality Gates Block Bad Signals

Before any score is calculated, every signal must pass four quality gates: minimum R:R ratio, EMA slope activity, stop-loss width, and volume threshold. Fail any gate and the signal is capped at 79 — it can never reach PRIME or STRONG. This is how we prevent high-confidence garbage.
